Pocket Park volunteers needed for MAINx24

This past year we raised money and now we are going to plant it.

The Pocket Park (at Battle Academy West 17th street between Long and Market) is ready for installation. You'll begin to see changes as earth moving work will begin the week of November 19th. The crews will level the site, prep for future electrical, pour side walks, auger for tree planting, etc. We've raised through donations of cash, goods and labor of almost 35,000$ to cover this effort. But we still need help to get the trees and grasses planted and mulched.

As part of MainX24 on December first, we will have two work parties, morning from 9 am to 12 noon and from 1 pm to 4pm to finish the tree planting, to plant grasses and to mulch.

CNE NeighborGood Mixer @ Sept 27, 2012 6:30 pm

On Thursday, September 27th, Chattanooga Neighborhood Enterprise (CNE) will be hosting the Southside NeighborGood Mixer at 129 W. 17th Street. The mixer is a fundraiser to support CNE’s revolving loan fund that will be invested into Chattanooga neighborhoods like the Southside. Since this quarter’s mixer will be hosted in the Southside we wanted to make sure that you all were invited and able to represent our great neighborhood. Thank you for participating in the Fall 2012 Clean and Green campaign. The Southside Cowart and Jefferson Heights Neighborhood associations, Battle Academy,several local businesses (OCI, Mean Mug, etc.) and interested individuals, are collaborating to address basic beautification opportunities in the greater Southside neighborhood area!

Let’s meet at the northeast corner of Main and Market at the proposed Mission site at: 
9AM on Saturday, September 8th. 

Wake Up with a Mean Mug coffee
On your way to meet with us be sure and stop by Mean Mug at 411 West Main for a complementary coffee to get you going!  Some juice and muffins will be awaiting you at the gathering site on Main and Market compliments of The Well and Jefferson Heights Neighborhood Assn.
All materials, including a street map for each team, will be provided by River City, Scenic Cities and other cooperating organizations and individuals at the gathering point.

 10 Street-Specific Teams Will Be Designated When We Gather on Saturday Morning
((Broad , Cowart, Williams, Long, Market, Mitchell, Read, Adams, Jefferson, Madison)

Tasks To Be Completed:

Ö      Shoot It - From Main to 20th/ Rossville down (YOUR ASSIGNED STREET) document (and digitally capture) all broken and unmaintained sidewalks.  Send these captures to llongnion@gmail.com to be included in a report to the appropriate City officials as part of an effort to get immediate action.  If you do not have digital capture capability, just highlight the broken or unmaintained sidewalks on your map.
Ö       Detect It - Note and/or capture locations where “tagging” is evident.  This too will be part of a report for action by City and the involved neighborhood organizations.
Ö      Bag It - Use garbage bags provided to gather trash along your asssigned streets and the cross streets.
Ö      Dump It - Deposit filled garbage bags in authorized dumpsters at Best Motors(Cowart),Enterprise (19th) and Koch Bakery (Broad) or leave at designated pick up sites shown on your map.

Note:   We will be attempting to recover (clean debris, grass and edge, if we have equipment) some boundary sidewalks on 20th, Williams. Long and Cowart during this 9am to 11am timeframe.  Once you complete your tasks you are welcomed to join in the fun!!

Committee Updates

*Safety Committee: Heidi Hefferlin/Teal Thibaud - Neighborhood Watch update, Neighborhood walk scheduled for May 1st 6:00PM, speed control update – needs signatures which Teal Thibaud, Mary Eubanks Dave Cochran and Adam Kinsey will work on. 

*Liaison Committee: Tom Prevost - Priority Project: Steve Farley volunteered to head this committee. He was approved and will assume the leadership. 

*Public Space Committee: Lloyd Longnion He gave a report on clean and green. The event is scheduled for April the 21st from 8:30-12:30. All participants are to meet by the water tower at 8:15 and go together to Miller plaza to pick up supplies. RiverCity will assign our area for clean up.

Community Visioning  

Craig Kronenberg and Bruce Simonson 
Heidi Hefferlin stated that being proactive as a neighborhood will increase our political power to effect change and requested that groups note important issues that need change going into the future. The items identified will become issues we will address with the city and through our association moving forward. The groups noted the following goals/needs: 

*Create Gateways to our neighborhood at the four major intersections (Broad and main, 20th and Broad, 20th and Market and Market and Main Streets.
*Implement Speed control on Cowart, Long and Williams. There is a desire to also limit truck traffic on these streets and direct trucks to Broad Street.
*Complete the Pocket Park at Battle Academy. 
*Create a seating area with benches and trash cans in the current tree Alley 
parallel to 14th street 
*Define the parking on Main Street so that crossing Main Street is safer. 
*Clean up the intersection of 20th and Market Street. It is a crime spot and not an 
attractive entrance to the City. 
*Replace the street lighting with pedestrian scale lights that do not create light
pollution.
*Separate the sewer and storm water. 
*Underground the utilities. 
*Repair and replace the broken sidewalks. The goal is to have safe attractive sidewalks on all streets. 
*Plant street trees on the west side of Cowart between 18th and 20th street. 
*Get the city to address maintenance of problem lots such as the un-mown lots at 
Williams and 19th. 


Event Planning Sub-committee: 

No date was discussed for a spring neighborhood potluck. This event may be postponed to the October – Cynthia Nesson

A. Heidi Hefferlin, President called the meeting to order at 6:00PM at Mean Mug Coffee shop
B. Membership – Reminder to pay dues and be ready to vote for new officers.
C. Meeting Minutes from 10/13/2011 were approved by unanimous member vote.
D. Treasurers Report – The bank balance is $1,996
E. Speakers


1.  The City of Chattanooga Traffic Engineer John Van Winkle provided updates on the procedures for speed bumps and other traffic control options. Mr. Van Winkle understands that we are concerned and have experienced errant traffic bypassing the major roads by using our neighborhood and will continue to assist in evaluation of traffic calming options.  Additionally, he is interested in idea of where and how to provide visibility at problem corners, such as Cowart and Main were parking to the corner negatively impacts visibility.


2. The City of Chattanooga Police Chief Bobby Dodd w/ members of his senior staff.
    Please call if you see ANYTHING of concern. The details of any potential issue can feed into data base which will help find the next hot spot before it becomes an issue. 
Country Hearth Inn has and continues to offer police full access to facilities and is cooperating completely with the local police, the source seem to traffic and transients centered on Kanku’s.  Police do park there, but are unable to stay at that location constantly.

Tom Prevost reported continued contacts with city official and seeks help with attendance to city committee meeting for traffic and parks department.


PR Committee

# 1 Priority – Received grant from Neighborhood Services Project for $2,000 funding Stationary and Postage, Decals, business cards. 
#2 Develop a new business and Neighbor welcome package which will be funded by the city grant
#3 Block Party in the spring to be hosted in the ally between Cowart and Williams and 17th and 18th street. 
#4 Good neighbor program – Certificates were approved for those businesses supporting LLoyds Saturday morning clean up walk. These businesses were given complimentary memberships for their contribution to the clean up efforts through use of their dumpsters. These businesses are Koch’s Bakery, Best Motors and Enterprise Car Rental.


Security Committee

#1 Priority – Speed Humps on Cowart Street between Main and 20th.  After the determination that the location did not meet guidelines. Mr. Van Winkle agreed to work with the committee to study traffic calming methods. The committee will contact him to set up a time to meet.
#2 Priority – Crime prevention program – Neighborhood watch is under development with about 25 block captains, group email accounts sharing information with neighboring groups. Teal Thibaud is scheduling neighborhood walks. The first on of the year will be February 7th. Look for e-mails from her regarding upcoming events.
#3 Street Lighting: Sidewalk lights are CITY and Light on utility poles are EPB’s responsibility. Please forward any EPB issues to Association member Lisa Miller and the association.  To report outage of city sidewalk lights via 311.


Public Space Committee

# 1 Priority is a pocket park at Battle Academy that will be used by the school and the Neighborhood. County. With the fundraising efforts at MainX24 about $3300 was raised.  Additional funds from Lyndhurst of $10,000 been transferred when our paperwork is complete to support the park. Craig Kronenberg needs volunteers to assist with the park development. Please contact Craig@hkarchitects.net  to get involved.
#2 Block Party – A spring block party was approved. Angela and Cynthia will be organizing this.
#3 The Public Space Saturday Morning Walks (Trash Walks; not to be confused with trash talk) start at 8:30 in the morning. The walks focus on picking up trash and identifying issues to report. Hot spots will be identified and posted. Members are encouraged to initiate Trash Walks on a 24/7 basis around their part of the neighborhood Please join in effort if you are able.
#4 The Trash Walks will join the Great American Cleanup campaign by Scenic Cities from April – June and participate as a task for in the Clean & Green event in April. 


Event Planning Sub Committees
#1 Proposed are a spring Cornhole toss tournament and a boot sale.  Possibly staged at the same time as the Downtown Clean and Green event.   (Hot dogs purchased for the MainX24 are available for sale) Funds raised will be used for Pocket Park.


Preview of Next Meeting:  Neighborhood Visioning project.  The goal is to put on paper what we want the neighborhood to look and feel like.  Identify the features where we need help from the City or County to achieve our goals and prioritize these items.  The Pocket Park feeds into this program. Ideas for tools to use in improving the neighborhood or locations that need improvement to be sent to info@sscowart.com.  These items will be forwarded to the visioning team.

January 19, 2012 Association Meeting @ MEAN MUG

Association meeting will be held on January 19th 2012 at our newest coffee shop Mean Mug on Main Street.  This is the former location of Hiroshi's for those of you who have been here a while.  And across the street form the Main Street Farmer's Market location. The owners have offered to have coffee and pastries for the meeting.
We will begin the meeting at 6pm Eastern time.

State Announces Clean Tennessee Energy Grant Program

 
 
Nashville – Tennessee Deputy Governor Claude Ramsey, Department of Environment and Conservation Commissioner Bob Martineau and General Services Commissioner Steve Cates will announce a series of energy efficiency projects in state government on Wednesday, Jan. 11, at 10 a.m.
 
Projects are designed to both increase cost savings and decrease emissions.  In addition to this round of state projects, details of the new Clean Tennessee Energy Grant Program will be announced.  The competitive grant program will fund energy efficiency projects for local governments and municipalities, utilities, other organizations and private entities. 
 
“These projects will benefit Tennesseans through reduced emissions, as well as reduced expenses,” said Martineau.  “We will continue to look for ways to maximize efficiencies within state government, and I hope that others will take part in the grant program so we can spread these benefits even further.”
 
Funding for the projects comes from an April 2011 Clean Air Act settlement with the Tennessee Valley Authority.  Under the Consent Decree, Tennessee will receive $26.4 million over five years to fund clean air programs in the state.
