Association meeting will be held on January 19th 2012 at our newest coffee shop Mean Mug on Main Street. This is the former location of Hiroshi's for those of you who have been here a while. And across the street form the Main Street Farmer's Market location. The owners have offered to have coffee and pastries for the meeting.
We will begin the meeting at 6pm Eastern time.
We've a full agenda covering our past successes and our goals for the new year.

State Announces Clean Tennessee Energy Grant Program

Projects Benefit Both the Environment and Bottom Line

Nashville – Tennessee Deputy Governor Claude Ramsey, Department of Environment and Conservation Commissioner Bob Martineau and General Services Commissioner Steve Cates will announce a series of energy efficiency projects in state government on Wednesday, Jan. 11, at 10 a.m.

Projects are designed to both increase cost savings and decrease emissions. In addition to this round of state projects, details of the new Clean Tennessee Energy Grant Program will be announced. The competitive grant program will fund energy efficiency projects for local governments and municipalities, utilities, other organizations and private entities.

“These projects will benefit Tennesseans through reduced emissions, as well as reduced expenses,” said Martineau. “We will continue to look for ways to maximize efficiencies within state government, and I hope that others will take part in the grant program so we can spread these benefits even further.”

Funding for the projects comes from an April 2011 Clean Air Act settlement with the Tennessee Valley Authority. Under the Consent Decree, Tennessee will receive $26.4 million over five years to fund clean air programs in the state.

A. Heidi Hefferlin, Secretary called the meeting to order at 6:00PM at Niko’s
B. Call to approve officers Heidi Hefferlin as President and Mary Eubanks as Secretary and extend term for Cynthia Nesson as Treasurer w/ Lloyd Lognion as Vice President. Unanimous member vote approves.

E. Pocket Park Design Update:
Craig Kronenberg presented the designs and budget for the pocket park. A vote was called to approve the design and proceed with fundraising efforts. Mary Eubanks displayed the designs for the website and posted them to the web site.

Liaison Committee: Tom Prevost reported continued contacts with city official and seeks help with attendance to city commitee meeting for traffic and parks department.

Our next SSCP meeting on Oct.13th at 6:00 will be at NIKO'S. The manager said we can have a room in the back on the first floor.

The party committee met last Friday. The neighborhood potluck will be held Sat.,Nov.5th with a 6:00pm start time. It will be held in the alley behind Angela's and Myra's townhouses. We are to bring a dish to pass and our beverages. Angela and Myra will get the tables together. If it rains, the plan is to use the carports. We are making a flyer which will be delivered two weeks before the event. I am trying to get some beer donated. Cups, plates and plastic flatware will be provided. We need to put an agenda item to vote to spend $85 for a port-a-toilet. at our Oct.13th meeting.

For the past year, Code for America has connected the talents of cutting-edge web developers with the people who deliver public services in the cities of Seattle, Boston, & Philadelphia. The City of Seattle and Code for America, are working together to make it easier for civic leaders to mobilize their communities. In Boston, they are improving high school education by connecting the community.The City of Philadelphia has partnered with Code for America to help citizens get involved to support public services.

Fundamentally, it's all about using emerging digital platforms and technologies to unleash the power (and the inherent need) for citizens and stakeholders to act smarter and more effectively together.

Prior to her work with Code for America, Jennifer Pahlka ran the Web 2.0 and Gov 2.0 events for TechWeb, in conjunction with O'Reilly Media, and co-chaired the successful Web 2.0 Expo.

Saturday, October 15 and Sunday, October 16, 2011, the Chattanooga Arboretum and Nature Center will host the 12th annual Festival of the Jack O’Lanterns. This old-fashioned family event is a Chattanooga tradition for many. The event features pumpkin carving, hayrides, petting zoo, pony rides, bonfire, live music, games, storytelling, and an outdoor showing of “It’s the Great Pumpkin Charlie Brown.”

Volunteers are needed to assist with the festival set up, games, concessions, hayrides, pumpkin carving, parking and much more!

bldg located on the NW corner of Main and Williams, several doors to
the left of Camp House.

All Block Captains should attend.. for Cowart Place, Ft. Negley, and Jefferson Heights neighborhoods. This will be where we decide whether to have a single watch organization or divide up by neighborhoods, form organizational structure to manage interface with the city, police and other organizations.

Additionally, Andre McGrary and Officer Wayne Jefferson have been (or will be) invited.

Please, if you have ideas regarding communications and forming partnerships to help us strenghten our neighborhood, attend.

A map of block captains has been generated for Cowart Place. If a similar map is being developed for Ft Negley and Jefferson Heights.. please bring it to the meeting.

Hello South Side Crime Busters,

Or, so I have dubbed all those that came to the meeting at Planet Altered. Here are the highlights I captured from the neighborhood security meeting held August 25, 2011 with Sargent Craig Joel as our guest speaker. Joel’s one liners are classic!

Big thanks to Julie Harris who dropped by with some samples of pepper spray. She is going to follow up and check that the % is adequate potency as it was difficult to tell from the packaging.

“Empower yourself! You have property rights, store owner rights and human rights.” – Sgt. Joel
“You do not have to welcome everyone into your stores.” – Sgt. Joel
“As distance decreases, danger increases.” - Sgt. Joel Pepper spray is recommended, the highest per-cent of Oleoresin Capsicum available up to 10% with a long shooting range.
“Criminals don’t act reasonably and have no concern for your property; a civilized mentality does not apply.” – Sgt. Joel
“Don’t create an invitation for crime and keep your area well lit, cockroaches don’t like bright lights.” – Sgt. Joel
“If you are accosted, focus on being a witness, starting from the head down. Note the color of hair, cap, tattoos, earrings, piercings, clothing and colors of clothing. Note height, weight and any unusual characteristics. Close your eyes and remember then write it down” – Sgt. Joel
Report graffiti and post no-loitering signs. Lettering on signs must be a minimum of 2 inches tall. Signs must be posted for the police to take action.
There are 42 documented gangs in the city.
Call the police if you see suspect activity.

Tagging on street signs, photograph, locate and call 311 to report.
Tagging / graffiti on building (especially absentee owner buildings) call 311 to report and request City Code Inspection.

Existing Street / alley lights - Identify pole # and call 311 or EPB

Blocking of sidewalks is a violation, call non-emergency number? or 311? if this is a repeating event. Photograph offenders at each opportunity.

Document with Photos all incidents using smart phone with SeeClickFix.com app and web page (available for android, iOS, Blackberry)
(open to suggestions for alternate tools).

To give police the authority to move along vagrants etc in private lots or drives, post "no loitering" and "no trespassing" signs with TWO inch letters prominently.

Pepper spray is probably the best option for home and business owners to have at hand. Look for 10% Oleoresin Capsicum Possibly with dye. Organize sign up for bulk purchase with associations.

He will connect us with our local police officers so they can be aware of the issues on their beat and help us learn the most effective way to deal with various types of crime in our shops and homes.

E. Website update:
Mary Eubanks demonstrated the website updates to sscowart.com. She encouraged members to use the seeclickfix feature for reporting problems in the neighborhood that need fixing. Just take a photo with your phone or camera and use the seeclickfix to push it to the website and our council members. Mary also reviewed the neighborhoodgoods.net for sharing items and the feature areas of the website that correspond to the committees. Anyone who has ideas for the website send them to sscowart@gmail.com.

E. Committee Reports:

Liaison Committee: Tom Prevost reported progress on determining the ownership of the parcel at 14th between Cowart and Market that has been identified as a potential park. The ownership is still unclear but the potential park use remains in play.

Craig Kronenberg has met with Gary Waters of the School Board and attended a design Charrete with the school principal, Gary Waters, Trey Wheeler and Patty Streip. The next step is to go to the school Board and secure funding and approval. The School will continue to mow the grass and the neighborhood will need to prune trees, mulch and plant flowers. Lyndhurst is a potential contributor and Take Root will donate trees. Roughly $30,000 will need to be raised.

Community Connections:
We are very proud that Tahnika Rodriguez won the Chattanooga Dancing with the Stars.
New Businesses are Chattanooga Closets at 1901 Broad, Dr. Farrar at Smile Studio on Main Street at 204 W Main Street and the Hot Chocolatier at Williams and Main Street.
Jeff Styles explained the “Bend on the Run” program to get music out in the community during RiverBend. Business or organizations that want a music venue next year should contact Tiffany at RiverCity.
Warren Mackey said a brief history of the community and his optimism regarding continued growth in Chattanooga and our neighborhood.

Grant Proposal - Mural

Initial Idea for Annual Community Grant request is for design and installation of a Mural on Chuck's building.

Mural would need to include signature images of the neighborhood, possibly to include sign topper images or Tower at Battle Academy.

At the corner of Market and West 17th St, Residents found a car missing this morning. The car was stolen and recovered, however the contents of the car including two child's seats were not. The tool used to unlock the car for access was left behind.

No major road blocks to park installation were identified.
Use of park area would be restricted to School during school hours. (as it is currently) Signs would be posted as reminders.
County would continue to mow, irrigation should come from Water Tower if possible, and lighting will be added.
No dense hedges will be installed and no fencing will be added.
Neighbor hood would be responsible for mulch, etc.
Lights would be selected to match existing street lights. County is agreable to supply power.

The clean up event was a great success with lots of involvement. Our event was coordinated with the RiverCity Clean and Green Event. We collected litter,picked up trash, mulched trees and cleaned a vacant lot. Tools were provided by the Tool Barn and Leadership Chattanooga. Team Tool Barn participated in cleaning up the empty lot. We ended our work day with hamburgers at Miller Plaza. We want to say a special thanks to all the volunteers, the City, RiverCity and Leadership Chattanooga.

Please join the Office of the Mayor, Chattanooga City Council and the Department of Neighborhood Services and Community Development at a "Neighborhood Networking" sessions Monday, April 18. Invited guests are presidents and vice presidents of all neighborhood associations in the City. This will be an opportunity for leaders who have been chosen by their neighbors to represent them to have a conversation with city officials and other neighborhood leaders about problems affecting the communities where you live, work and play.

After the networking session, leaders are invited to join city officials for an update on how the City's budget has an effect on your neighborhood. Understanding how the City and County spend your tax dollars is important and we want to hear what you think about it. We want your input.

Tony Brown was broken into last night & he confronted the thieves with his gun. Fortunately, nothing happened & they ran. I was just home for lunch & and I saw three police cars in the neighborhood. I saw one walking from a house at 18^th & Williams, so I stopped to speak with him. There was another break-in today at around 11:30a at that house. He was in the midst of the investigation, but gave me his contact information for future use. Can you please post this information on the Google group? He stated that we can call his personal cell (693.3264) anytime between 7a-3p that he is patrolling our area. And after 3p to call the non-emergency city dispatch (698.2525). It's Officer B. Smith, badge # 996.

He stated that he patrols our neighborhood & has for some years. He has noticed the increase in crime, but he keeps hearing of stories where people are noticing suspicious activities, but not calling in time or at all. Today was another example of this. Can you please help spread the word?

1. It is located directly on the street so that people are attracted to look and to go in.
2. There is good, reasonably priced food.
3. There are movable chairs and tables so people can be comfortable and can have some control over where they sit.
4. A waterfall provides a focal point and a dramatic reason to visit the park and its noise creates a sense of quiet and privacy.
5. There is shade in the summer from the trees yet their thin structure allows a beautiful dappled light to pass through.
6. Overhead heat lamps on the upper level heat the park in cool weather.

Chattanooga-TN- The Department of Neighborhood Services and Community Development announces the application period for the upcoming 2010 World Changer Home Repair Program. The application period for this year’s program begins Tuesday, December 8, 2009 and concludes Thursday, March 4, 2010 at 4:00 p.m. Home repairs will take place July 12- July 24, 2010.

World Changers, a Ministry of the North American Mission Board of the Southern Baptist Convention, continues its partnership with the City of Chattanooga Department of Neighborhood Services and Community Development for the eighth year to provide free labor to qualified senior citizens residing within the Chattanooga City limits. In recent years, funding for the project has provided through Community Development Block Grant (CDBG) funds administered by the department.

In order to meet eligibility requirements, homeowners must be a Chattanooga resident, at least 62 years of age, or be a disabled homeowner of any age. Social Security documentation of disabled status must be provided. Applicants must be low income based on Housing and Urban Development (HUD) guidelines and own and reside in the home that is to be repaired. In addition, all city and county property taxes must be paid through December 2009. Homeowners who received service from World Changers within the last three years (2007, 2008 or 2009) or that received assistance from the 2009-2010 Roofing Repair Program are not eligible for this year’s program.

Four application assistance workshops will be held throughout the city to prepare applicants for this year’s process.

Hello all!
I hope everyone had a fantastic day on Saturday and a big 'thank you' to all who played! We were able to raise $240 for Battle Academy as well as crown a new Main x 24: Southside Cowart Place Cornhole Champion. Congratulations to the Scranton Scro-Toms for the win!

We will be hosting another tournament in late spring. We want to continue to build on the number of teams entered. I will be sending out emails as more details are set.

As you plan your neighborhood calendar, we’re writing to invite you to include Chattanooga State on your agenda.

For the first time, we’re offering regular Overview sessions to prospective students throughout our community. These sessions – which are free of charge – are designed to stimulate people who are thinking about college. While they’re hosted at Chattanooga State and provide lots of information about our programs, they’re about more than just Chattanooga State. We talk about scholarships, the process of applying to any college, and the many advantages of a college education.

The Overview, plus a campus tour with one of our Ambassadors, will make for a full and interesting day on our campus.

As a community college, one of our important missions is strengthening our whole region. We hope you’ll help us emphasize the quality educational options that are available right here in the Tennessee Valley. While we have your attention here are a couple of updates/request:

1) David Hudson met with the city last week and due to two other major
events/parades on December 5th, we will need 18 volunteers to man
intersections on the day of the parade. If you are willing to

2) Due to Jefferson Park not being completed the post parade event
will be at Battle Academy. The Parade will start this year at
Jefferson Park and end at Battle. We had tried to extend the parade
through Cowart Place but the City has asked we keep the same route as
last year (albeit, reversed).
3) Battle Academy is planning the post parade party which will include
a bake sale. If you are willing to bake some south side delights for
this day or wish to volunteer, please contact

National Night Out Dog Contest

Pre-Sign up for the DOG CONTEST at the National Night Out - August 4th from 6pm to 9pm.
Send Dog's name, owner's name and street name to pups@sscowart.com. Include the contest you wish to enter the dog into; Cutest, Ugliest, or Friendliest.

Day of Event sign up will be near the Neighborhood Association table.
To win votes for you dog, you must campaign for it. Introduce them to neighbors, have them do small tricks for small crowds, etc.
Voting will last until 8:30 that evening.
There will be a PUP Walk at 8:30 while votes are being counted.
At 8:45, winners will be announced.

Voting slips will be available at or near the Neighborhood Association table. Each person will receive 3 tabs. This will allow for one vote in each category.

Please bring waste bags for the dogs. Water will be provided.

CHATTANOOGA, Tenn. - June 16, 2009 - To continue the Chattanooga Choo Choo's year-long centennial celebration, WTCI-TV (PBS) and the Chattanooga Choo Choo are hosting a preview screening of Tracing the Tracks, a WTCI-produced documentary, on Tuesday, June 30 at 7:30 p.m. at the Chattanooga Choo Choo Centennial Theatre. The screening is free and open to the public. Tracing the Tracks explores the history of the Chattanooga Choo Choo and the history and evolution of the rail system in the eastern and southern regions, focusing mainly on Chattanooga. The use of the song, "Chattanooga Choo Choo", made famous by the Glenn Miller Orchestra in 1941, is a unifying theme of the documentary.

"As a PBS station, WTCI strives to uncover and tell the important stories of our community," said Paul Grove, WTCI President and CEO. "Tracing the Tracks is a documentary that has allowed us to explore the history of one of Chattanooga's most recognized icons, the Chattanooga Choo Choo. We are proud to partner with the Chattanooga Choo Choo as they celebrate 100 years."

This screening marks one of many events the Choo Choo has already hosted this year to celebrate its anniversary, including a recent performance by the Glenn Miller Orchestra and a kick-off party in December.

"We are thrilled to be able to celebrate our 100th year with the premiere of a documentary focused on the history of the Chattanooga Choo Choo," said Jim Bambrey, General Manager of the Chattanooga Choo Choo. "I can think of no better way honor this milestone and look back on our incredible past. To have our community's PBS station produce this documentary with support from numerous community sponsors has been amazing."

Production of the documentary is sponsored locally by the Chattanooga Convention and Visitors Bureau, Comcast, Tennessee Valley Railroad Museum, McKee Foods, and Coca-Cola.

Tracing the Tracks will premiere on WTCI Wednesday, July 15 at 9 p.m. with repeats scheduled July 15 at 11 p.m., July 16 at 8 p.m., July 26 at 2 p.m., and July 30 at 8 p.m.

Riverbend Forces Delay of Neighborhood Meeting

With Friend of the Festival holding firm on the dates for Riverbend and specifically the date for the B-52s, you neighborhood association has been forced to delay the June meeting to June 18th. This should not discourage you from meeting with your neighbors on June 11 to attend the much anticipated show... But understand that sadly no work will be accomplished.

The official neighborhood assocation meeting for June will be held June 18 at Main and Mocha (basement) from 6-7pm. We should be able to deside on a final design for the street sign toppers and begin work on the National Night Out scheduled for Aug 4th. Again, volunteers are needed.

Parking changes at Wednesday Market

From Main Street Market email update...
We are making some changes this week to the market parking. First off, we will be closing the lot where the farmers set up to all cars. We are planning on having a couple more farms to join us at the market soon, so we need the extra space for them. Also, we feel that the lot has been getting a little too dangerous with all the cars pulling in amongst children playing. We want to make the lot a safe sociable place where you can come and meet new friends. So, this week you will need to either park in the lot next to us ( we will have a sign showing you where), or in the large lot behind Hills Floral shop off of Long St. You can walk from the Hills Floral lot to the market by coming in behind Hiroshi's and then walking between Hiroshi's and their neighbor; then please carefully cross Main St. You can view the map to the right to see where parking is available. Do not forget, you can also park on Main and Williams St. We hope that these changes will create a safer more enjoyable market for everyone, please let us know what you think.

Newly formed Southside-Cowart Place Neighborhood Association Promotes Weekly Farmer’s Market, Clean-up Day

Chattanooga’s Southside is home to the areas newest farmer’s market. Area farmers can be found at the corner of Main and Williams Streets each Wednesday, 4:30 - 6:00 p.m. The new Southside Farmer’s Market features four farms - Clover Wreath, River Ridge, Sequatchie Cove and Williams Island.

As part of Neighborhood Clean-up Day, a work day is being held on Saturday, April 25, beginning at 10 a.m. Those interested should meet at the parking lot at Main and Williams Street. Gloves and trash bags will be provided. The event is sponsored by the new Southside-Cowart Place Neighborhood Association. The Southside-Cowart Place Neighborhood Association was recently formed for those living and working in the area bounded by Broad and Market Streets and 12th and 20th Streets.
